flechas en las filas de fichas, avisos con teclado, botones de descarga en el README

- filas de cuatro fichas o mas: una fila con flechas a los lados (carrusel de CSS,
  sin JS); tambien las fichas de Gobierno de la tribu. En WebView viejo, rejilla
- avisos de abajo: se esconden con el teclado; EMPEZAR se queda arriba
- telefono de otra persona en una fila, Parlamento y Gobierno sin sangrados,
  imagen del metodo a 160 px, una sola caja de vacio, pads sin relleno doble,
  texto de autora legible, zonas tactiles de 44 px que faltaban
- README: botones de descarga de la APK arriba; fuera los tres esquemas blancos
- PENDIENTE y guia al dia con las pruebas del 24/10
